This is André. He's a rapper who was selling CDs in front of a gas station. Which is fine. And apparently he likes weed, which is also fine.

But there's a fine line between clever and stupid, and in my not-nts from cops who like the outfit. I think they like it because if they're ever short on a quota or get in the dog house with their supervisor, they'll be able to spot André a block away and go drag him in to the precinct.
